HA Neighbours

The EUSBSR Horizontal Action Neighbours increased dialogue and practical cooperation between multilevel stakeholders in the EU and its neighbouring countries.

Horisontal Action (HA) Neighbours was one of the four Horizontal Actions in the EU Strategy for the Baltic Sea Region (EUSBSR). It was included to the EUSBSR Action Plan in February 2013.

The HA Neighbours was based on the understanding that close cooperation between EU Member States and neighbouring countries, at national, regional and local level, is vital in addressing many of the challenges in Baltic Sea region, and to exploit fully its development potential.

The main purpose of HA Neighbours was to bring together stakeholders in the EU and neighbouring countries: Norway, Belarus, Iceland and especially the North Western territories of the Russian Federation.  HA Neighbours promoted dialogue and facilitated cooperation across the borders.

HA Neighbours supported especially EUSBSR stakeholders in identifying partners in neighbouring countries by disseminating information about cross-border cooperation possibilities, organizing match making events and info seminars, and ensuring dialogue between partners. 

HA Neighbours was coordinated by the City of Turku and the Council of the Baltic Sea States (CBSS) Secretariat. City of Turku appointed the coordination responsibility to Centrum Balticum, The Turku Process Secretariat.
