Project description:

The Turku Process was an initiative by the cities of Turku, Hamburg and St. Petersburg. It promoted cooperation in the region and sought especially to increase the number of Northwest Russian partners in the Baltic Sea region cooperation. It was a bottom-up initiative promoting practical cooperation in the Baltic Sea region, particularly with Russian partners. It was built on decades of close cooperation and accumulated trust between twin cities: Turku was the first city in the world to establish official city relations with the Russian metropolis, Saint Petersburg, back in 1953.

Objectives:

  • Strengthening the participation of the City of St. Petersburg and the Leningrad Region in Baltic Sea regional cooperation, in line with the implementation of the EU Strategy for the Baltic Sea Region (EUSBSR).
  • To bring together local and regional actors across the Baltic Sea Region to foster dialogue, understanding and joint initiatives.
  • To organise roundtable discussions and meetings that supported networking, project planning and partnership-building between EU and Russian stakeholders.

Key actions & results:

  • Facilitated networking and project development between cities, organisations and regional actors across the Baltic Sea Region.
  • The Turku Process laid the foundation for the later establishment of Horizontal Action “Neighbours” within the EU Strategy for the Baltic Sea Region. Read more about HA Neighbours above.
