Multiple Layers of Regulation: Focus on the Baltic Sea Region

Baltic Area Legal Studies organized a research seminar on multi-level governance with a special focus on the Baltic Sea Region in Turku on Tuesday 31 October 2017. The keynote lectures were open events for anyone interested. Additionally, researchers sent their papers for further workshop discussions after the open lectures.

The Baltic Sea is arguably the World's most regulated sea with up to six layers of regulation and a great range of organizations, associations and networks in charge of its well-being. Such a multi-layered and multi-institutional setting provides fertile ground for researchers interested in multi-level governance and regulation and the hierarchy and conflict of different norms. How do the different layers of laws interact and how are gaps and conflicts formed and handled? How can we make better use of the opportunities offered by the different layers of laws and how will regulation in the region be made in the future?

The lectures were given by top experts in multi-level governance and the Baltic Sea.
